Arena points every week, without playing the games yourself. The 10 rated 2v2 arena games a week asks for, played on your level 70 character, so the weekly reset pays you that week's arena points for Vengeful Gladiator gear. For a 2v2 rating up to 1,800.
Most of the arena set needs no rating at all, so points alone buy it piece by piece. The weapon asks for 1,700 and the shoulders for 2,000; to push past those, see Arena rating 1500-2200.
